Philadelphia Streets Department crews will be out, starting tomorrow, rounding up abandoned bicycles that are in disrepair and have been left locked to poles for more than a month. One reason to round up abandoned bikes is that they’re taking parking spaces away from regular riders. The city is donating the bicycles to charity, including the group “Neighborhood Bike Works,” which teaches kids about bike repair.

PennDOT brined expressways and salted roads well in advance of today's storm. The Philadelphia Streets Department said it was concentrating on primary roads, bridges and areas of high elevation where slippery spots develop. Hostess Brands Inc. said yesterday that it failed to reach an agreement with its second-biggest union. As a result, Hostess plans to continue with a hearing today in which a bankruptcy court judge will decide if the company can shutter its operations.
