The family of slain Philadelphia police officer Moses Walker Jr. has filed a federal lawsuit against the Pennsylvania Board of Probation and Parole. Walker's surviving relatives cite numerous breakdowns within the parole board that allowed accused triggerman Rafael Jones to slip through the cracks. Surgeons at CHOP successfully completed operations to separate 8-month-old twin girls from New York who were joined at the lower chest and abdomen.
