Emergency crews found a green, oily sheen on the Schuylkill River in Philadelphia, the second time this week there appears to have been some kind of spill into the river. The substance spotted Thursday night smelled like diesel fuel, but authorities were still trying to figure out what it was and where it came from. City fire crews and U.S. Coast Guard officials are investigating.
