Dozens of armed 'vigilantes' have been patrolling Marconi Plaza on South Broad Street in South Philadelphia since Saturday, June 13, 'protecting' the marble statue to Christopher Columbus that is placed there. The plaza straddles Broad Street, with the statue on the west side, along the southbound lanes. There were a variety of mostly peaceful demonstrations throughout the Philadelphia area on Saturday, 6/13. The largest gathering was a march to defund the police, more specifically to reallocate parts of police budget to other services better able to service the community in that capacity. Pennsylvania Governor Tom Wolf announced on Friday, 6/12, that eight more counties will move into the least restrictive 'green' phase of reopening starting next Friday, June 19. Those counties include Dauphin, Franklin, Huntingdon, Luzerne, Monroe, Perry, Pike and Schuylkill. Twelve counties moved into the 'green' phase starting today. Councilman At-Large David Oh announced on Thursday, 6/11, that he will be introducing a budget amendment on Monday, June 15, that would restore the Office of Arts, Culture, and the Creative Economy and the Philadelphia Cultural Fund. It would also increase funding to Parks and Recreation, the Free Library, African American Museum, Greater Philadelphia Film Office, and Citizen Diplomacy International.

Philadelphia officials announced guidelines for outdoor dining for restaurants to expand dining areas while maintaining social distancing in the 'yellow' and 'green' phases. A Woodlynne, Camden County, police officer has been charged with pepper spraying a group of juveniles who were sitting on a porch. 31-year-old Officer Ryan Dubiel is facing two counts of simple assault. It happened at 1:30 p.m. on Thursday, 6/4, on the 200 block of Parker Avenue. Dubiel and his partner approached the group of teens who were on the porch. The Pennsylvania National Guard is leaving the City of Philadelphia on Wednesday, 6/10, after being in the city for more than a week to help with security during protests. The National Guard is in the process of demobilizing and dismantling their posts. They will remain in the area for at least the next few days in case they are required and need to redeploy quickly. This afternoon and evening, Tuesday, 6/9, Philadelphia Police Captain William Fisher joined alongside Pastor John Brice and hundreds of other demonstrators to help paint a temporary message along Girard Ave. right outside the 26th District police headquarters in Fishtown.
