The final round of hearings for Philadelphia's second casino license began Tuesday. Gaming Control Board Spokesman Doug Harbach says it is conceivable the board would elect not to license a second casino in Philadelphia. He also says it could deadlock, since the license is awarded not by a simple majority of the seven-member board: the law requires all four legislative appointees, plus one of the governor's appointees, to agree on who gets the license.

Today, a Philadelphia man admitted that he illegally enrolled his daughter in a suburban Montgomery County school district. Hamlet Garcia had been charged with felony theft of services but plead guilty to a summery offense of the school code as part of a deal. If the case went to trial and he was convicted he could have faced 7 years in prison, now he just has to pay back $11,000 owed for tuition. Charges against Garcia's wife Olesia were dropped. Federal prosecutors have decided not to continue to pursue the remaining racketeering and gambling charges against reputed mob boss Joseph Ligambi. Ligambi was acquitted last week of witness tampering while the jury deadlocked on three other charges in the retrial. Philadelphia Police shot a man in North Philadelphia who allegedly fired at officers. About 3 am in the lobby of a public housing project the 31 year old suspect fired on police. Several returned fire hitting the man 4 times. The man was rushed to Hahnemann University Hospital where his condition is critical.
