Philadelphia public school officials feel that the state government is bullying the district into a $629 million dollar budget shortfall created largely by slashed state support. Denzel Washington will speak at the University of Pennsylvania's 255th commencement ceremony May 16. The Oscar-winning actor's son Malcolm, is a sophomore at Penn.
