Two Troopers and Pedestrian Killed in I95 Crash; Woman Shot in Havertown; 15yo Arrested for Shooting

Two Pennsylvania State Troopers and a pedestrian were killed in a crash on I-95 in South Philadelphia early Monday morning, 3/21. It happened around 12:40 a.m. in the southbound lanes near milepost 18 around the Broad Street exit in the Sports Complex area. 33-year-old Trooper Martin F. Mack and 29-year-old Trooper Branden T. Sisca had responded to the report of a man walking on the highway. The troopers were putting the man in the back of their cruiser when a female driver struck all three of them at a high rate of speed. Passersby attempted CPR, but they were pronounced dead at the scene. The female driver stopped. Authorities are conducting a DUI investigation. An early morning police procession escorted their bodies to the medical examiner's office. "This is a heartbreaking tragedy that occurred while these troopers were protecting and serving," said Pennsylvania Governor Tom Wolf. "This mournful incident is a stark reminder of the risks - and sacrifices - our law enforcement officers undertake every day to keep us safe. My heart goes out to their families and the communities they lived in and served." He ordered the Pennsylvania commonwealth flag to fly at half staff for the rest of the week.

UPDATE: The troopers had pulled the female driver over a short time earlier on suspicion of DUI. They had to leave her when they received the call of a man walking on the highway. The woman attempted to get around the traffic stoppage by driving on the shoulder, only to hit the troopers and pedestrian.

UPDATE: Jayana Tanae Webb, 21, of Eagleville is charged with third-degree murder, homicide by vehicle while DUI, homicide by vehicle, manslaughter of a law enforcement officer in the second degree, driving under the influence and other charges.

The pedestrian has been identified as Reyes Rivera Oliveras, 28, of Allentown.

A woman was found shot and injured in the parking lot of a McDonald's in Delaware County early Sunday morning, 3/20. It happened around 2:20 a.m. on the 1200 block of West Chester Pike in the Havertown neighborhood of Haverford Township. The 22-year-old woman had been at Mixers Lounge, a BYOB hookah club. A fight broke out in the parking lot and shots were fired. She was taken to the hospital with non-life-threatening injuries. Police are reviewing surveillance footage. Haverford Township has temporarily restricted the business license of Mixers Lounge, which has had complaints in the past.

Philadelphia Police have arrested a 15-year-old boy for firing into a car full of teen girls on Friday night, 3/19, near Temple University. The boy is connected to at least two other shootings. It happened at 8:30 p.m. at Broad Street and Cecil B. Moore Avenue. A group of 7-8 teen boys approached the car carrying three 17-year-olds and one 16-year-old girl. The boys surrounded them and one tried to get their number. One girl used pepper spray to get the boys away. The 15-year-old suspect returned and fired 8 shots at the car. Two girls inside were shot and injured. The boy fled and passed the gun to a 14-year-old accomplice to hide. The 15-year-old suspect is charged with with four counts of attempted murder and is being held on $2 million bail. The 14-year-old was charged with weapons offenses and has been released to parents. The 15yo is also a suspect in another shooting at Broad Street and Cecil B. Moore Avenue on March 5 and for shooting into a home on the 1500 block of Gratz Street on March 14.
