Gov Wolf Extends Stay-At-Home to May 8; Harrisburg #ReOpenPa Protests; Liacouras Takes 1st Patient

Pennsylvania Governor Wolf announced on Monday, 4/20, that stay-at-home orders across the commonwealth will be extended to at least Friday, May 8. He also announced three actions dealing with online auto sales, construction, and curbside liquor pickup. Wolf is expected to sign Senate Bill 841 on Monday that will permit online notary services. This will allow auto dealerships in Pennsylvania to perform online auto sales. Construction projects will be able to resume on May 8 using safety guidance that will be issued by the administration. Select Fine Wine and Good Spirits Shoppes have started curbside pickup through credit card phone orders. "Curbside sales at Fine Wine and Good Spirits Shoppes will serve as a guide to determine whether certain other non-life-sustaining businesses may be able to resume limited operations through curbside pickup."

"Over the past six weeks, Pennsylvanians have come together like never before to halt the spread of COVID-19," said Gov. Wolf. "It has not been easy, but it has paid off. Today, we are taking small steps toward a degree of normalcy. We are allowing curbside pickup of phone orders at PLCB stores and auto sales will be allowed to take place online. On May 8, construction will resume statewide.

"I want to caution that we will not be resuming operations as they were in February. We're going to continue to take precautions that limit our physical contact with others, and we will closely monitor this to see if it can be done safely."

Hundreds of people protested in Harrisburg on Monday, 4/20, outside of the capitol building. Many were inside their cars causing a traffic jam while driving around and honking horns, but a large group were gathered outside on the steps of the state house. Demonstrators were waving flags and holding signs calling for an end to the closure of businesses and stay-at-home orders. Health Secretary Dr. Rachel Levine had expressed concern that the protesters were at risk of spreading the virus by gathering so close. Some wore masks and others didn't. Governor Wolf is expected to veto a bill sent to him from the Legislature last week that would allow for the reopening of some shuttered industries if they follow a mitigation plan developed by the governor. He called the bill irresponsible. However since then, Wolf, on his own, has created a mitigation plan for businesses and a framework for reopening the economy. He also announced the reopening of two industries (auto sales and construction) that would probably have been reopened by the Legislature's bill SB 613.

The first patients have been accepted at the field hospital set up inside Temple University's Liacouras Center. The field hospital is intended for coronavirus COVID-19 patients that are past the brunt of the illness and do not require a ventilator, but may still need oxygen. The site is staffed with doctors, nurses, and respiratory therapists. Patients could stay up to five days. Treating patients at the Liacouras Center will free up beds inside hospitals for more serious cases.
