Bucks Co Man Charged With Assault at Capitol; PA Secretary Boockvar Resigns; Broad Street Run Postpd

A Bucks County man has been arrested and charged with assaulting a federal officer during the siege at the U.S. Capitol on January 6. 37-year-old Ryan Stephen Samsel of Bristol is charged with assaulting an officer, obstructing an officer during their official duties, obstructing an official proceeding, and other charges. Samsel was seen in videos approaching barricades outside the Capitol. "After removing his jacket, Samsel pushed and pulled the barricades until the crowd successfully pushed the barricades down on top of the officers," the warrant alleges. "In the process of pushing the barricades to the ground, Samsel and others knocked over (the U.S. Capitol police officer), causing (her) head to hit the stairs behind her, resulting in a loss of consciousness." Samsel then helped the officer up and handed her to other officers. She told investigators that Samsel said, "We don't have to hurt you. Why are you standing in our way?" He was identified using a law enforcement database.

Pennsylvania Secretary of State Kathy Bookvar has resigned after mishandling a ballot referendum on child sex abuse claims. The amendment that would have gone before the voters would have opened up the statue of limitations on lawsuits for child abuse victims, possibly decades-old, for a two-year window. The referendum would have gone on this year's May 18 primary. However, it was not properly advertised. Constitutional amendments must pass both chambers in two successive two-year legislative sessions to be up for referendum. The proposal has to be advertised after passing in both sessions, but that did not happen this past fall. Veronica Degraffenreid will be nominated to serve as acting secretary.

"This change at the Department of State has nothing to do with the administration of the 2020 election, which was fair and accurate," Wolf said in statement. "The delay caused by this human error will be heartbreaking for thousands of survivors of childhood sexual assault, advocates and legislators, and I join the Department of State in apologizing to you. I share your anger and frustration that this happened, and I stand with you in your fight for justice."

"The Department of State's failure to carry out its responsibilities in the constitutional amendment process is shameful, and all options must be on the table to fix this immediately," Attorney General Josh Shapiro said. "Too many institutions have failed survivors of sexual abuse for far too long, and I am determined for that disgraceful streak to end and to make sure justice is no longer denied. My office has made clear that the amendment process was an unnecessary hurdle from the beginning. I urge the General Assembly and Governor to do what many states have already done and let Pennsylvania survivors have their day in court as soon as possible by passing this final reform into law."

This year's Philadelphia Broad Street Run has been postponed from May 2021 to sometime this fall due to coronavirus COVID-19. Last year's run was postponed from the spring to the fall. It was eventually held virtually after the city banned all large gatherings. There will be no lottery this year for registrations. Anyone who was registered for 2020's race is guaranteed a spot in the 2021 race at a 20% discount. The exact date has not been determined.

"Our team is in communication with the City of Philadelphia to ensure that when the race is held, it is done with public health and safety as our top priority," organizers said. "While the future trajectory of COVID-19 is still unknown, we are hopeful that we'll be able to welcome you all this fall for the 2021 Broad Street Run. We will share the date of the 2021 race as soon as plans are finalized."
