1 Dead After Shooting in North Philly Office; Philly Plastic Bag Ban; Ex-Priest Pleads Guilty Theft

A man is in custody after a person was shot and killed in an office building in North Philadelphia late Friday morning, 10/1. It happened around 11:30 a.m. at Logan Plaza at 5201 Old York Road. A man was shot in the head on the first floor of the building and pronounced dead a short time later. Police treated it as an active shooter situation and began to search the entire building. The suspect was found on the third floor. "He was armed with a weapon," said Philadelphia Deputy Commissioner of Investigations Benjamin Naish. "They took the individual into custody. He was arrested without further incident." Naish said, "There is no one else that we're looking for. We have every reason to believe...there was one person responsible for the shooting. That person is in custody at this time." The identities of the shooter and the victim have not been released.

UPDATE: The victim has been identified as 25-year-old Nassir Day. He worked as a security guard at the building. Police are investigating the mental health of the 59-year-old suspect. He has a criminal record and has made threats against an agency housed in the building.

Philadelphia plastic bag ban begins today, Friday, 10/1. It includes all single use plastic bags made available for carry out items made through a "blown film extrusion" process regardless of thickness. Also, any paper bags that aren't at least 40% recycled material. There are a few exceptions: dry cleaner bags, bags sold in packages such as garbage bags, bags used for perishable food items, newspaper bags, and bags for prescription drugs. Stores caught violating the ban will receive a warning. Starting April 1, 2022, all violations will carry a $75 fine. The city says that 1 billion plastic bags are used each year in Philadelphia, many of which end up as litter or clogging waterways or other systems. "Philadelphia remains committed to advancing our environmental goals, and the ban on single-use plastic bags will be an important step forward to achieve those goals," Mayor Jim Kenney said in a written statement. "We also understand this is a major change for businesses, which is why we built out an extended education and warning period to ensure widespread awareness of the law to our diverse business owners and to residents and consumers."

A former pastor of St. Joseph’s Catholic Church in Downingtown, Chester County, admitted in court to stealing $30,000 from the parish for his own personal use. 58-year-old Monsignor Joseph McLoone pled guilty to misdemeanor theft charges on Thursday, 9/30. He was sentenced to 9-months of house arrest, five years of probation, and community service. He was arrested in 2019, but had resigned from the parish in 2018. He was initially accused of diverting $100,000 in church funds into a secret account. He used those that money to pay for his beach house in Ocean City, travel, dining, and relationships with men. Ken Gavin, an archdiocese spokesperson, said that now that the legal process is complete the required canonical investigation of McLoone can begin.
