A federal judge declined to stay his own ruling that Pennsylvania Governor Tom Wolf's limits on gathering sizes is unconstitutional while the Governor appeals the decision. U.S. District Judge William Stickman IV said that the Wolf administration failed to show that "imminent and irreparable harm will occur" if crowds statewide couldn't be limited to 25 people inside and 250 people outside.
