Philly Officer Punches Woman at Parade on Video; Delaware Man Crashes after seeing 'Elephant'

Philadephia Police opened an internal affairs investigation this morning after video of an officer punching a woman in the face surfaced. The incident occurred during a street party after the Puerto Rican Day parade. The video shows the officer, Lt. Jonathan Josey, a 19-year veteran, striking the woman as she walks away from a group of officers on the street. He thought that she had thrown beer on the cops, though it appears someone else near her did. She may have been using silly string. Either way she was led away with a bloodied face, issued a citation and released. The lieutenant will be assigned to desk duty while the incident is investigated.



A Delaware man was arrested on Friday after crashing his SUV on I-295 near Rt. 141 exit. He drove his Land Rover off the left side of the road and into the guard rail. Troopers responding to the scene noticed that thirty-one-year-old Samuel Phipps seemed to be impaired. He admitted to officers that he had just smoked marijuana dipped in PCP, known as 'wet.' Asked why he crashed his car, Phipps told officers he swerved to avoid an elephant that he saw running down the highway. Phipps was charged with his 7th DUI and his being held on $21,000 secured bond.
