Governor Tom Corbett has ordered an investigation by the state parole board to the find out why Rafael Jones, who is accused of shooting Officer Moses Walker, was out of the streets on August 18th to commit this crime. Jones was ordered to be placed on house arrest on July 25th and to submit to weekly drug tests. When he was released on August 8th he was not fitted with an electronic monitor, and on August 10th he was not arrested when he failed a drug test. Corbett “wants to know the facts” and if there were any “any policy failures or employee errors" that let Jones back on the streets.
