Teen Subway Shooter Charged as Adult; Mayfair Illegal Breeder Bust; Philly School PSSA Scores Drop

The 15-year-old being held in the shooting of two other teenagers midday on Wednesday on a crowded Broad Street Subway platform and train is being charged as an adult with attempted murder. It was announced that Darryl Lanier will also be charged with aggravated assault, reckless endangerment, burglary, trespassing and gun possession. Bail was set at $2 million. The teen was brought in by his parents late Thursday afternoon. SEPTA video surveillance showed a fight between two groups of teens on the southbound train. When it arrived at the Susquehanna-Dauphin station in North Philly, the Lanier and a group of friends stepped off the train, he walked down the platform to the next set of doors and opened fire into the train. A 17-year-old and a 14-year-old were shot, both taken to Temple University Hospital where the younger still remains in critical condition.

An illegal breeding operation has been shut down in the Mayfair section of the Northeast. The Pennsylvania SPCA removed 21 dogs from a house on Brenner Street, which included 11 puppies, and were Jack Russell terriers, Shih Tzus, labs and a beagle. The two owners, Kristie Mitchell, 34, and Daniel Carlin, 27, were charged with 42 counts of animal cruelty. Mitchell has plead guilty to animal cruelty charges in the past. The dogs are now under the care of the PSPCA and are undergoing treatment.

With new anti-cheating measures and stricter controls in place, standardized test scores in Philadelphia have taken a drastic drop-off. Since the PSSA testing began in 2002, each year saw a steady rise in scores for most schools, however this year, Philadelphia's performance went back down sharply across the board. Math dropped from 59% to 50% and reading went from 52% to 45% performing at grade level. State officials accredit that to the tighter monitoring done this year in light of the wide suspicions of cheating and test manipulations. They state that this year's scores will be the new baseline for school evaluation.
