Governor Chris Christie of New Jersey announced the end of the mandatory evacuation for Long Beach Island today at a press conference. Christie said, “As painful as it’s been, it was necessary to protect them from the dangers that Hurricane Sandy left in its wake, including gas leaks and other utility hazards, roads wiped out or heavily damaged and debris scattered across the landscape. We want them to return in an orderly, safe and secure way, so they can begin to take control of their lives and their property.” The causeway bridge on Route 72 to LBI will reopen at 6 a.m. Saturday to residents, contractors, and insurance adjusters with appropriate documentation.

From the http://www.lbieoc.org: “ALL LBI residents, except Holgate, with re-entry placard or proof of ownership/residency, (Deed, tax bill, utility bill, drivers license etc…), and registered contractors. Homeowners and contractors will be allowed to begin demolition. All insurance adjusters and inspectors are permitted with documentation and work order.” Some parts of the island still do not have water, sewer, or electric. The entire island does not have gas and the water is not potable, it must be boiled. A strict curfew will be in effect from 11pm-5am.

Delaware police arrested a man Friday for disorderly conduct later to find crack cocaine and marijuana hidden in his prosthetic leg. Police responded to a 911 call for a disorderly subject. They found located 51-year-old Jose Santiago standing in the middle of the road in the 2700 block of N. Claymont Street in Newark, DE. Santiago appeared intoxicated and began to yell obscenities. He was taken into custody without incident. During the search officers found 2.5 grams of cocaine and 2.8 grams of marijuana stashed inside his prosthetic leg. Santiago was charged with possession of marijuana, possession of crack cocaine, and disorderly conduct.

Mayor Michael Nutter and police commissioner Charles Ramsey announced this afternoon that there are 36 different command changes to the Philadelphia Police Department. The changes are designed to streamline the department command structure and give commanders more responsibility. Five of the six police divisions will be getting new commanders and 7 of 21 districts will get new captains. Four deputy comminsioners will be retiring, but Ramsey is only replacing one of them. Chief Inspector Myron Patterson will return to the PPD as part of the South Patrol Division. He had been on loan to the Philadelphia School District as head of their force. Chief Inspector Carl Holmes will take over the school district's force.
