Schuylkill River Torso Identified, Advocacy Efforts To Benefit From Penn State Fine, Rivera Indicted

Investigators were at a Center City apartment looking for evidence connected to the discovery of a human torso found in the Schuylkill river Tuesday morning near the Grays Ferry Bridge. Police have identified the victim as a man who had been reported missing, 40-year-old Frank Zarzycki of Northeast Philadelphia. Investigators were able to identify the 40-year-old through tattoos on his torso.

State officials can pursue their bid to steer Penn State’s $60 million fine over the Jerry Sandusky scandal to advocacy efforts in Pennsylvania, a state court has ruled in a setback for the NCAA. The NCAA calls the state effort a violation of the school’s 2012 consent decree, and therefore a breach of federal contract law. However, the Commonwealth Court judges rejected the NCAA’s motion to dismiss the case.

A Camden County man has been indicted on murder, aggravated sexual assault, and other offenses on charges he murdered a six-year-old boy a year ago and tried to assault the boy’s 12-year-old sister. Osvaldo Rivera will remain jailed on charges he attacked the children in their home on September 2nd of last year. Rivera has also been indicted on charges he assaulted a two-year-old Camden boy in a separate attack.
