Port Richmond Crash Injures Girl, Sandy Victim FEMA Extension, Sgt. Winkis Turns Himself In

Police say a 12-year-old girl is in serious condition after a car ran into the side of a Port Richmond home. The driver traveling at a high rate of speed swerved and ran into the side of a home at 2000 block of E. Somerset Street. Investigators say the girl suffered abdominal injuries and was taken to St. Christopher’s Hospital. She is listed in serious condition.

Victims of Superstorm Sandy still fighting for a bigger insurance payment from the companies that administer the federal flood insurance program are getting a six-month extension to file critical paperwork. FEMA announced the decision Tuesday, even after the government shutdown amid budget wars in Congress.

A Philadelphia police officer has turned himself in to face charges stemming from an off-duty car crash that killed the other driver. Sgt. Thomas Winkis turned himself in to police Tuesday. He is charged with vehicular homicide, driving under the influence, involuntary manslaughter and reckless endangerment. Investigators say Winkis was drunk and driving 100 mph when he broadsided a van around 11:30 p.m. on Sept. 14 in Northeast Philadelphia. The driver of the van, died in a hospital several days later.
