Ice Jams on Delaware River / Flash Flood Warnings; Suspect Arrested in Fatal Upper Darby Hit-and-Run

Ice jams on the Delaware River near Trenton have prompted a Flood Warning for Bucks and Mercer counties. The warnings are in effect until 4:30 Thursday morning. Officials will be monitoring the water levels on both sides of the river. Route 32 (River Road) between Black Rock Road and Trenton Avenue in Lower Makefield Township has been closed. In New Jersey, flooding has been seen at Route 29 and Market Street and in the lower State House parking. Rising temperatures should help the jam free itself.

Upper Darby police have identified the man charged in connection with Sunday's hit-and-run accident that killed a 69-year-old man and his dog. 58-year-old Ernest Marks of the 1500 block of North Felton Street in Philadelphia was arraigned Wednesday on charges of causing an accident leading to death or injury. Marks saw the media coverage and turned himself in. He says that he knew he had hit something but didn't stop because he had a suspended license. Marks was also wanted for a probation violations. He is currently charged with Accident Involving Death or Personal Injury, but Upper Darby Police Superintendent Michael Chitwood hopes that they find a way to upgrade that charge to homicide. Bail was set at $1 million cash.
