Delaware Governor Jack Markell issued a State of Emergency and Level 1 Driving Warning effective Monday, March 3rd at midnight. Additionally, Markell announced State of Delaware offices will be closed on Monday during business hours of 8:00 a.m. to 4:30 p.m. All non-essential employees should not report to work during this period. Essential staff are to report as scheduled.

In response to the City’s Snow Emergency which is set to begin at 10 p.m. tonight, the Philadelphia Parking Authority (PPA) announced that beginning at 6:00 p.m., Sunday, March 2, 2014, the following PPA owned and operated center city garages will charge a flat twenty-four hour $5.00 parking rate until the end of the current snow emergency:

AutoPark at JFK (16th & JFK)
AutoPark at Independence Mall (5th & Market Streets)
AutoPark at Jefferson (10th & Ludlow Streets)
AutoPark at the Gallery (10th & Filbert Streets)
Auto Park at Old City (2nd & Sansom Streets)
8th & Filbert Streets Garage

To receive the discounted $5 rate , customers must bring their ticket & pay at the PPA Management Office in each garage. The PPA also says that while snow emergency and safety violations will be enforced once the snow begins, meter and time limit violations will not be. Additionally, the PPA announced that beginning at 10 PM tonight, it will begin ticketing and towing all vehicles that are parked illegally on snow emergency routes.

Mayor Michael Nutter has declared a snow emergency for Philadelphia (effective at 10 p.m.) as Streets Department crews are once again dispatched with plows. Meantime, Nutter ordered a two-hour delay Monday in the opening of all city government offices, except for city courts, which are closed. Dispatched in the city are 700 workers with 370 pieces of equipment for what the mayor says is the 16th such mobilization this winter. Nutter promised that residential streets will be made passable, but he cautioned that it may take two days after the storm ends before some streets are plowed. And the mayor vowed full enforcement of snow emergency routes. Discounted rates are in effect for the parking garages operated by the Parking Authority. Monday trash and recycling collection in the city is canceled.
