Philadelphia Flood Waters Receeding, Democrats Clash, Kenney Bill Decriminalizes Pot

Peaking flood waters will recede this afternoon but not before causing havoc in homes, on the roads and mass transit around Philadelphia. We got more than a month's worth of rain in one day – close to 7 inches in some areas. Rising waters stranded cars and busses. Several people had to be rescued from floodwaters. Fortunately, there have only been minimal injuries (photo Jim Melwert).

Democratic candidates for Pennsylvania governor butted heads in a debate at the Free Library of Philadelphia. Some candidates attacked front-runner Tom Wolf, a York businessman over his association with an alleged racist former mayor of York. All agreed that the School Reform Commission that governs Philadelphia’s schools should be changed or abolished.

Philadelphia Councilman Jim Kenney introduced a bill today that would make possession of a small amount of marijuana a simple civil infraction – not a criminal one. Kenney says, “Philadelphia is in the dark ages when it comes to marijuana laws and enforcement.” Kenney would like to replace arrests for SAM (small amounts of marijuana) with a ticket and $25 fine.
