A former Philadelphia transit officer is charged with handcuffing a woman who complained that he cut the line for coffee at a Dunkin' Donuts on Christmas morning. Prosecutors say 42-year-old Douglas Ioven was in uniform and off duty at Suburban Station when he jumped the line. One woman complained that he stepped on her foot, prompting a confrontation between them. He then handcuffed her and charged her with disorderly conduct. Ioven was charged Thursday with false imprisonment, harassment and other charges.

Tracy Morgan is showing signs of improvement following a six-vehicle accident on the New Jersey Turnpike. Morgan is in critical, but stable condition. Tracy Morgan, was returning from a show at The Rollins Center at Dover Downs in Delaware at the time of the accident. The truck driver charged in the accident, Kevin Roper, has pleaded not guilty to death by auto and assault by auto charges

SEPTA officials are warning riders on regional rail lines that the threat of a strike at 12:01 a.m. Saturday is a growing possibility. Two unions that work on Regional Rail trains have continued on the job for four years without a contract. President Obama could order federal action that would keep workers on the trains, but it must first be requested by Governor Corbett.
