Cigarette Tax Progressing, NJ Ocean Research Opposed, PPA Scooter Cycle Sidewalk Parking

Legislation allowing Philadelphia to impose a sales tax on cigarettes to help fund public schools there has cleared its most difficult hurdle. The state House of Representatives voted 119-80 on Wednesday night to send the bill back to the Senate, which approved a similar version earlier this week. Philadelphia officials say that imposing a $2 per-pack city tax on cigarette sales will help fill a crippling schools budget deficit.

The NJ Department of Environmental Protection through the state will seek an injunction in federal court Thursday to stop a research vessel positioned about 15 miles off of Long Beach Island from sending out blasts of sound against the ocean bottom. Environmental groups, fishermen and numerous politicians all oppose the project since the sound blasts could disrupt marine life including breeding whales and dolphins.

Scooters and motorcycles can once again park on the sidewalk in residential Philadelphia neighborhoods, at least for the next four months, now that the Philadelphia Parking Authority has issued new "pilot" regulations. There's still no sidewalk parking allowed in center city, but PPA deputy director Rick Dixon says it will be permitted in residential areas. During the pilot period, which runs through October, there will be no charge for parking in the areas specially designated for two-wheeled vehicles, as the PPA studies where demand is greatest so it can provide spaces accordingly.
