Philadelphia School District Documents Released

According to the Educational Accountability Agreement signed last month by the city, city officials were recently granted look at internal Philadelphia School District documents, providing a level of access that has long evaded those trying to keep tabs on the district.

Some of the findings have been posted as promised by Mayor Nutter including:

A document showing that nearly 200 district employees earn $90,000 or more

Also released: a proposed amendment to Superintendent Arlene Ackerman's contract would have put her $100,000 retention bonus, due her this June, into a trust, along with another $150,000 retention bonus each June 30 until the end of her contract in 2015.

The district would also have paid Ackerman's health benefits for life.

But after sifting through the boxes of district data released to the city as part of the According to the Educational Accountability Agreement signed last month by the city, state and School Reform Commission, officials want more.

Although district officials handed over everything asked of them, including information regarding contracts and personnel, many of the documents are from previous fiscal years and don't provide a clear picture of the district's financial picture, said Mark McDonald, a spokesman for Mayor Nutter.

"They constitute a look back into recent history," he said of the data. "We're also interested and concerned about what's going to happen in the next school year. The district still faces a $35 million gap, and how that is handled is a great concern. [Nutter] will be reviewing those decisions."

Jamilah Fraser, a district spokeswoman, said officials have been "extremely transparent with all documents," and she wasn't sure what else the city was seeking. She added that the district "stands ready to provide any information" to Nutter's office or the state Department of Education that is requested.

Among the information posted online by the Nutter administration yesterday - a move that fulfilled his promise to increase district transparency - was a document showing that nearly 200 district employees earn $90,000 or more.

Meanwhile, a proposed amendment to Superintendent Arlene Ackerman's contract would have put her $100,000 retention bonus, due her this June, into a trust, along with another $150,000 retention bonus each June 30 until the end of her contract in 2015.

The district would also have paid Ackerman's health benefits for life.

Fraser said last night that the proposal is no longer being considered and should not have been released.

Ackerman's bonus, which was due June 30, is still in deferral.
