Philadelphia Police say a 15-year-old girl is dead, and a 19-year-old man is in critical condition after both were shot just half a block from Einstein Medical Center in Olney late Monday afternoon. A group of more than 50 teens and young adults were near Broad and Olney, then minutes later police were called about shots being fired in that area. The 15-year-old girl was dead by the time police could get to the scene. The shooter was able to get away, but a number of witnesses are cooperating with police.

UPDATE 9/23 2:20 pm: Police identified the victim as 15 yr old Aisha Abdur Rahman. The suspect has been identified as 19 yr old Darian Person of Rowan Street (pictured below). There is a $20,000 reward. Anyone with information on Person's whereabouts is asked to contact Philadelphia Police at 215-686-TIPS (8477).

All eyes shift to the state Senate after the House late Monday afternoon once again approved a bill to authorize a cigarette tax to raise badly needed cash for Philadelphia schools. Senate majority Republicans will need to discuss the bill sent back over to them by the House and a result, a vote on the cigarette tax legislation in the Senate is not likely before Wednesday.
