An arraignment hearing is being held this morning for accused cop killer Eric Frein who was arrested last night. Frein's arrest after a 48 day manhunt will now move to the courts where prosecution will seek the death penalty for the capital crime. Meanwhile, residents and businesses in the Poconos are breathing a sigh of relief. And Halloween is back on for tonight!

A fire overnight at a West Philadelphia apartment building left two people including a firefighter hospitalized, and dozens of residents displaced. The blaze at the complex at 62nd and Chestnut was reported just before midnight Thursday. The Red Cross has 69 adults and children in an emergency shelter at Sayre High School.

Temple University is planning for a full city block of green space on campus with a new library, and a science building in a master plan being revealed today. The university has never had an entire block for an academic quadrangle. Not included in the new plan is a football stadium. University officials say that may come later, but not yet.

Sports
The 76ers are in Milwaukee with the Bucks tonight.

Weather
Mix of sun and clouds today. 58 in Center City.
