Plane Lands at PHL After Flames; 8-year-old Boy Shot; Woman Charged DUI Homicide; PPA Email Scam

A US Airways Express flight to Manchester-Boston Regional Airport in New Hampshire returned to Philadelphia International Airport for an emergency landing shortly after takeoff Monday morning. The plane reported engine trouble immediately. Passengers on the plane and people on the ground reported hearing a series of loud booms and seeing flames coming from the right engine. One passenger recorded the flames on video. (see below) The flight, Republic Airlines flight 5927, was able to land safely and all 75 passengers plus 4 crew members disembarked at the gate. They boarded another plane to fly to New Hampshire. It appears the engine stalled and backfired when pilots attempted to restart it. Maintenance crews are reviewing the incident.



An 8-year-old boy was shot in the shoulder Monday afternoon in West Kensington by an unidentified gunman. A family member took him to St Christopher's Hospital for Children around 3:30 pm. Police were not notified until around 5:00 pm. Police are trying to determine where the young boy was shot, but are getting conflicting stories from family members. At first, they said he was riding his bicycle on the 2500 block of Orianna Street near his mother's house but investigators could not find any evidence of a shooting such as shell casings, bullets, strike marks, blood, or the bicycle. They are planning to search the 2600 block of Palethorpe Street where the grandmother lives. Investigators hope someone will give them the straight story as to how and where the young boy was shot. Despite his injury, the 8-year-old is in stable condition and is expected to make a full recovery.

A woman from Elkins Park, Montgomery County, has been charged in a crash from last summer that killed her husband. The accident happened on August 19th on Huntingdon Pike in Lower Moreland. Prosecutors say that 54-year-old Alexandria Cogan was speeding and had a blood alcohol level of .25 when she lost control of the couple's Mazda Miata. The sports car hit a car going to other direction and flipped over. Her husband, Stuart Cogan, was pronounced dead at the scene. The driver of the other car and Alexandria Cogan were both hospitalized with serious injuries. She has been charged with Homicide by Vehicle, Driving Under the Influence, Aggravated Assault by Vehicle While DUI, Recklessly Endangering Another Person, and related offenses. She faces a mandatory minimum 3-years for the homicide-by-vehicle DUI charge. She was admitted into a diversionary program for first-time offenders after a DUI more than a decade ago. Cogan has been released on $100,000 unsecured bail.

The Philadelphia Parking Authority is warning the public about phony emails being sent around asking people to pay overdue Philadelphia parking violations. The fraud scam comes as an email from “Parking Violations Bureau” and asks the recipient to pay the unpaid ticket by clicking on a link. The PPA says do not click the link. The PPA only sends payment notifications through the regular United States mail. When you do get an official notice to pay an overdue ticket in the mail there will be legitimate links you can pay online. The authorized sites are at phila.gov or philapark.org.
