Ahead of the forecasted Nor'Easter, Philadelphia has declared a Snow Emergency starting at 6 pm tonight. Residents who have cars parked along posted Snow Emergency routes will need to move their cars or else they will be ticketed and towed. Homeowners are reminded to clear a three foot wide path in front of their homes within 6 hours of the end of the snow. Throwing snow back into the streets could result in a fine. A number of PPA garages will be open for a flat rate of $5 starting at 5 pm Monday and ending 8 am Wednesday. You must bring your ticket to the PPA office at the garage to get the discount. (see list below) Tuesday trash and recycling have been canceled. SEPTA subway and El will continue to run tonight, but bus and trolley service could be delayed, detoured, or suspended.

Gov. Chris Christie issued a State of Emergency for the state of New Jersey. He urges everyone off the roads. NJ Transit will start shutting down at 8 pm tonight.

Ice, snow, wind, and earthquake? The U.S. Geological Survey says a minor earthquake hit Philadelphia's western suburbs on Sunday. A magnitude 2.7 quake struck between Downingtown and West Chester around 6:25 p.m. Sunday. The relatively small quake could still be felt by some. The USGS has recorded 80 earthquakes in Pennsylvania in the past 40 years.

A central Pennsylvania man is under arrest after shooting a teenager who threw snowballs at his car. Police say that a 15-year-old York, PA, boy was shot in the thigh and arm by 22-year-old Jerquan Shaquille Dickson. After the teenager threw snowballs at Dickson's car, Dickson followed and then opened fire on the teen. Dickson claimed he fired a warning shot and several others into the ground towards the group of teens. He is charged with felony aggravated assault and recklessly endangering another person. He is currently free on $150,000 bail.
