NJ Pension System, Affordable Care Act Hearing, Borgata Casino Plans Expansion

More than a dozen public sector unions have announced plans to take the Christie Administration to court, again, over fully funding the state pension system. Governor Chris Christie, in last week's budget address, said he plans to make a $1.3 billion dollar pension payment in fiscal year ’16 — more than that paid by any other governor. But, Christie’s pension reform law requires a $2.9 billion dollar payment.

A suit that could have massive consequences for people who’ve gotten insured through the federal marketplace gets a hearing before the Supreme Court, today. The suit revolves around four words in the Affordable Care Act. In the provision authorizing tax subsidies to make health plans affordable, the Act reads the subsidies will be available for plans “enrolled in through an Exchange… established by the State.”
27 states — including Pennsylvania and New Jersey — did not establish exchanges, opting instead to use the federal exchange. The plaintiffs claim that no one in those states should be eligible for subsidies. Antoinette Krauss of the Pennsylvania Health Access Network says that would affect most of the half a million state residents who’ve gotten a health plan.

The Borgata casino will open an outdoor concert hall this summer and a new nightclub this fall. The casino is getting $14 million from the Casino Reinvestment Development Authority toward the $15 million total cost of both projects. Atlantic City’s eight casinos are obligated to make investment alternative tax payments toward redevelopment projects. The $14 million approved on Tuesday represents current and future payments from the Borgata. Borgata Festival Park will hold 5,000 standing room-only fans and will include an outdoor bar. The casino eventually plans to incorporate it into outdoor food and beverage festivals as well.
