Two mothers are facing charges after Philadelphia Police had to rescue two toddlers from a roof in the city's Frankford section. Officers responded to the three-story home on the 4700 block of Leiper Street at about 1:30 p.m. Monday after neighbors called about a child on the roof. They forced their way into the third floor apartment and found a 2-year-old boy out on the roof and a 1-year-old baby trying to climb out the window. The children were home alone at the time. 22-year-old Cleaira Bell was arrested and charged with endangering the welfare of a child and recklessly endangering another person. She is the mother of the 2-year-old. Her bail is set at $50,000. The 17-year-old mother of the 1-year-old was also arrested and charged with endangering the welfare of a child and recklessly endangering another person. She has been charged as a juvenile. The children were placed with the Department of Human Services.

Philadelphia Police have arrested a man who was caught on surveillance video stealing shrubbery from the front of someone's house in Northeast Philadelphia last week. 40-year-old Joseph Medycki turned himself in after video of him ripping a topiary bush out from the mulch of a home on the 8000 block of Agusta Street in Bustleton made its way around social media. Home owner Michelle Hartner says she planted the tree some 15 years ago and has been tending to it for years only to have it torn out of the ground. Medycki has been charged with theft-unlawful taking and theft-receiving stolen property.
