Two people were found dead after a standoff and barricade situation in Philadelphia's Harrowgate neighborhood. It began around 2 p.m. when two officers were responding to a report of gunfire on the 3500 block of Emerald Street. As soon as the officer's arrived on the scene they were met with gunshots hitting their patrol car. Officer Jonathan Ballinger and Officer Brendon Berd were able to get out of the vehicle and behind it for cover and wait for SWAT to arrive. It was Ballinger's 4th day on the job. SWAT started to evacuate residents in row homes along the block. After a while, without being able to contact anyone inside the home, SWAT sent in a robot with a camera. They discovered two bodies. Police believe the shooter killed one man and then shot himself. A weapon was recovered inside the home. No one else was injured. Police are still investigating what led to the initial shots.

A man who is accused of running over four Philadelphia Police officers while fleeing following an accident on May 12th has been declared mentally incompetent to stand trial. 47-year-old Rudolph Keitt was charged with attempted murder. Police found Keitt crashed into a wall on the 800 block of Olney Ave. While trying to help him, Keitt fought with officers, jumped back into his car, and took off hitting several cops. He ran into more officers as they pursued him. Eventually they opened fire and struck him. He was arrested and survived. The injured officers all recovered. Keitt's attorney says his client has schizophrenia and epilepsy and hears voices and experiences delusions and hallucinations. He will undergo 60 days of psychiatric treatment. The district attorney argued that while Keitt may have mental health issues, he intended to run those officers over. SEE ALSO: Four Philly Cops Injured, Suspect Shot – Video

A 4-year-old girl is in the hospital after being pulled from a retention pond in Newark, DE on Saturday night. The little girl had wandered away from a picnic at the George Wilson Center on New London Road. A gate behind the community center was unlocked. She was found in a pond at the Newark Country Club which is the property which runs behind the center. It took three minutes for the Newark Fire Department to get the girl out after they arrived, but there's no telling how long she was in the pond before she was pulled out. She was unconscious when she taken to Christiana Medical Center. No word on her current condition.

UPDATE: 4-year-old Mariah Selby has been identified as the young girl. She died at Christiana Medical Center. A vigil/memorial will be held Monday night at 6:00 p.m. at the George Wilson Community Center.
