Man Charged in Fatal Officer Hit-N-Run; Suspect Miguel Colon in Custody; ex-PLCB Employee Charged

Philadelphia Police have arrested and charged a 59-year-old man from Oxford Circle with the hit-and-run crash that killed an off-duty officer on Sunday afternoon. Louis Vogwill is charged with Involuntary Manslaughter, Homicide by Vehicle, Homicide by Vehicle-DUI, DUI, and related offenses. It happened just after 4 pm at the intersection of Devereaux Street and the Roosevelt Blvd. Off-duty Officer Lamar Poole Sr. was riding his Honda VTX motorcycle eastbound on Devereax. Vogwill was driving his 1999 Toyota Corolla under the influence westbound on Devereax. He tried to make a left turn onto the Boulevard but struck Poole as he was crossing the highway. Vogwill got out to check but then fled the scene. Witnesses chased after him. He was cornered by a tow truck near Harbison Avenue and the Boulevard until police arrived. Poole was an 18-year veteran of the force. He is survived by his wife and seven children.

Philadelphia Police say that the suspect wanted in the fatal hit-and-run that killed a 2-year-old boy and injured his mother back in April has turned himself into police. An arrest warrant was issued for 22-year-old Miguel Colon on Friday. 19-year-old Josephine Rivera and her 2-year-old son David Alicea were struck as they crossed on the 2700 block of Mashcer Street in West Kensington on April 13th. David died from his injuries at the hospital a few days later. Colon is currently being questioned by police.

The former marketing director for the Pennsylvania Liquor Control Board is expected to plead guilty to federal charges filed Monday accusing him of taking kickbacks and bribes. 50-year-old James H. Short Jr. of Harrisburg worked as the director of marketing and merchandizing for the PLCB's 500 state run liqour stores for 10 years. The PLCB is one of the world's largest purchasers of alcohol and has $1 billion in annual revenue. Short accepted a "stream of benefits" from two companies including meals, cash, sports tickets, golf outings, and all-expense paid trips. In turn, Short would recommend that the distiller or liquor wholesaler's products be picked up for sale in the stores. Last year, the Pennsylvania Ethics Commission also found Short and two other PLCB officials improperly accepted gifts from vendors. He was ordered to pay the state $13,586. His plea agreement in this case has to be approved by a judge. The charge of honest services mail fraud carries a penalty of up to 20 years in prison and $250,000 in fines.
