Philly Cops Sleeping on Job; PA Budget Progress; Rizzo Son-In-Law Dies in Prison

A photo of two Philadelphia cops asleep in their squad car circulated on social media over the weekend. The men (pictured) were so fast asleep they had no idea the photographer snapped the shot. The department is investigating and concerned. The photo was taken early Saturday morning in the 24th District and widely circulated on Twitter.

After a five-month-old standoff, PA Governor Tom Wolf and Republican legislators indicated Monday that they had reached a tentative agreement on key pieces of the long-overdue state budget. Republican leaders in the Senate and House told reporters that a $30.26 billion spending plan would likely boost education funding, use a sales-tax hike to generate property-tax relief, and bring changes to the public pension and State Store systems.

The son-in-law of former Philadelphia Mayor Frank Rizzo has died in prison. Montgomery County bookmaker Joseph "Joe Vito" Mastronardo Jr., known as the "gentleman gambler," died in federal prison Monday in Massachusetts, where he had been sentenced to 20 months for his role as the mastermind of an international multimillion-dollar sports-betting ring. Mastronardo had serious health issues including throat cancer, bouts of pneumonia, and a recent stroke. He was 65 years old.
