Man Barricaded in S. Philly House, Boy Falls From Apt. Complex, Bill for Radar Guns

Police responded to a call Tuesday night of an armed man who barricaded himself inside his house in South Philadelphia. Police arrived on the scene at 6:15 pm on the 200 block of Morris Street. The man was reportedly suffering from mental issues and was inside his house with two hunting rifles. Police sent out a tweet to the area telling the public to avoid from the street. The man eventually surrendered to Police and no injuries were reported in the ordeal.

A 4-year-old boy fell from an apartment balcony and died on Tuesday night in the Wynnefield Heights section of Philadelphia. The incident happened at around 6:30 pm at an apartment complex on the 3800 block of Conshohocken Avenue. Police say the boy climbed onto the heater in the apartment then through a window onto the balcony where he later fell off. The boy was rushed to The Children's Hospital of Philadelphia where he was pronounced dead. Police are still investigating how the boy got over the railing of the balcony.

Legislation has now been approved by the state senate to allow Pennsylvania's municipal police to use radar guns to catch speeders on the road. The bill was passed through 47 votes yes to 3 votes no, and now arrives in the House where they will have to vote on the bill. The house will have six more sessions to pass the bill. Under the new bill, municipal police could use radar or infrared speed guns to catch drivers speeding after they take a training course. PA State Troopers are the only police in the state to be able to use radar guns, and PA is the only state that doesn't allow local police to us radar guns.
