Philadelphia City Councilman Bobby Henon turned himself in this morning and appeared in federal court on Thursday, 1/31, to be arraigned on charges including bribery, conspiracy, and fraud. The 50-year-old politician pled not guilty to all charges which were part of a 116-count indictment announced yesterday against IBEW Local 98 leader John "Johnny Doc" Dougherty and 6 others. Henon's arraignment was moved up a day to accommodate his lawyer's schedule. The rest of the accused will appear in court on Friday. Henon was released on $50,000 bail. He said in a statement on Wednesday, "I have done nothing wrong. I have spent 28 years proudly working for Local 98. In 2011, I ran for City Council to give a voice to honest union men and women, working Philadelphians and those in need of a strong voice to represent them in this great city." Henon did not appear at Thursday's City Council meeting, despite tweeting earlier that he would be there.

The Bucks County District Attorney’s Office is warning the public about a man who acted as a prostitute while knowing he had the HIV virus. 57-year-old Mark Andrew Kernan is charged with felony counts of prostitution, possession with intent to deliver methamphetamine, and criminal use of a communication facility. "This is a public health issue," Weintraub said. "We are not making morality judgments here. If you’ve had sexual contact with this man, seek a medical evaluation immediately." Kernan would use his residence on the 1400 block of Yardley Commons in Yardley for his encounters. He posted an advertisement on for "erotic male massage" and would provide clients with sex and methamphetamine. Bail was set at $500,000 unsecured.

Philadelphia Police have arrested a homeless man wanted for going on a groping spree in Center City on Tuesday morning, 1/29. 58-year-old Erich Cunningham was arrested on Wednesday night near the 1500 block of JFK Boulevard. He is charged with unlawful contact with a child, indecent assault, simple assault and harassment. The victims include three teenage girls, a preteen, and a 30-year-old woman. The incidents all occurred within a 2-hour span during the morning rush near Suburban Station and outside along 16th street.
