Wilmington Officer Arrested for Rape; Shooting at Roosevelt Mall; Center City Underground Explosion

A Wilmington police officer has been arrested after being accused of raping a woman inside his police cruiser back in October. Corporal Thomas R. Oliver, Jr is charged with rape, extortion, and official misconduct. It happened on Oct. 16, 2018 on the 700 block of East 9th Street. Oliver, who was in uniform and in a marked car, pulled up alongside a woman and told her to get in the passenger seat. He then exposed himself to her and said that he had an active warrant for her arrest. He told her that he would let her go if she performed a sex act on him. The woman did perform that act and she left. Oliver, and 11-year-veteran, was suspended immediately following the victim's complaint. He was arrested on Tuesday, 2/12, after a four month long investigation. "The charges that have been filed are deeply troubling and disheartening," said Chief Robert J. Tracy. "The charge that one of our officers abused his authority to victimize a member of the public in this manner is sickening."

Three people were taken into custody and two people were rushed to the hospital after a shootout in the parking lot of a Northeast Philadelphia mall on Monday night, 2/11. It happened around 8:35 p.m. at the Roosevelt Mall at Bustleton and Cottman Avenues in the Rhawnhurt neighborhood. Police found 24 shell casings presumably shot from an assault rifle. The victims' car was riddled with bullet holes. One bullet travelled a quarter-mile away and went through the front window of home where a women was watching TV. She was not injured. The two men who were injured were rushed to the hospital in critical condition before authorities arrived. Police took two men and a woman into custody. They also recovered an assault rifle.

Fire crews and PECO are investigating after a large underground explosion in Center City rocked businesses on Tuesday morning, 2/12. It happened around 7:45 a.m. underneath 20th Street between Ranstead and Chestnut Streets. A PECO underground transformer exploded sending shock waves through the streets. Several manhole covers blew. The force of the explosion broke the windows of a cleaner's store. Smoke was pouring out from underground. Several businesses were evacuated because of elevated CO levels. No one was injured. The cause of the explosion is under investigation.
