Man and Teen Arrested in Quadruple Shooting; Man Injured in Doylestown Standoff; Threat at Penn Wood

Two people, a man and a teen, have been arrested in the quadruple shooting that killed a young woman and injured three men in North Philadelphia on Wednesday afternoon, 2/19. 16-year-old Joel Saint-Fort and 25-year-old Charles Davis are charged with murder and related offenses. It happened after 3:30 p.m. on the 1000 block of West Thompson Street near St. Malachy Catholic school. The two suspects opened fire on a group of people. 19-year-old Yaniyah Foster was shot and killed. Three others were injured, one critically. Police believe that one of the injured men may have returned fire and injured one of the shooters. They recovered 22 shell casings from the scene. The two suspects also face stolen weapons charges. The motive for the shooting has not been released.

The Bucks County District Attorney's Office is investigating after a person was injured in a police-involved shooting in Doylestown Township on Thursday night, 2/20. Doylestown Township Police issued a shelter-in-place order for residents in the area around Shady Retreat Road and Limekiln Road around 9 p.m. and warned residents to stay in their homes due to a barricade situation. Officers were in a standoff with a person in the Olde Colonial Greene residential community on Carriage Lane. A man had barricaded himself in one of the townhomes. The shelter-in-place was lifted at 10:30 p.m. A man was taken away in an ambulance. Investigators stayed on the scene for several more hours collecting evidence. There is no word on the condition of the man. The investigation is ongoing.

UPDATE: The 60-year-old man that was shot by police is in serious but stable condition. Police responded to the area about 8 p.m. to reports of an armed man damaging property. Neighbors say that police were trying to talk the man down and into surrendering for nearly an hour. It is not clear if the suspect fired on police.

A heavy police presence was on hand Friday, 2/21, at both Penn Wood High School and Penn Wood Middle School after threats of a shooting were posted to social media Thursday night, 2/20. Classes were still in session for both schools in Landsdowne, Delaware County, but officers from the borough and neighboring departments checked students and backpacks as they arrived in the morning.

"A threat against Penn Wood Middle School and Penn Wood High School is circulating on Instagram. The threat states a mass shooting is planned for today, Friday, Feb. 21 at the high school buildings and the middle school. Our local police departments are investigating and taking every precaution to ensure our safety. School will be in session and there will be a heavy police presence at all schools. Access to schools by visitors will be extremely limited. Safety is our #1 priority. It is your decision as to whether you send your child to school today. If you have any information about this threat, please contact your local Police Department or call 911. Thank you," said a statement on the William Penn School District website.
