NJ Police Officer Charged Spraying Teen; Woman's Body in Suitcase; 23 Philly Liquor Stores Open

A Woodlynne, Camden County, police officer has been charged with pepper spraying a group of juveniles who were sitting on a porch. 31-year-old Officer Ryan Dubiel is facing two counts of simple assault. It happened at 1:30 p.m. on Thursday, 6/4, on the 200 block of Parker Avenue. Dubiel and his partner approached the group of teens who were on the porch. The officers said they got a call about trespassing and smoking marijuana. 16-year-old James Horn told officers they didn't have any and that they lived there. Officer Dubiel asked the teens for their names and birthdates several times and for them to stop uses their cell phones. That's when Dubiel began to pepper spray the teens. According to prosecutors, the youth "were not observed physically resisting or attempting to harm others or themselves." Dubiel has been with the Woodlynne Police Department for 10 months. He has served for nine police departments. He has been suspended without pay.

"Our Special Prosecutions Unit received the Internal Affairs complaint against Dubiel on June 5 and immediately began collecting all of the evidence to conduct a thorough and impartial review of the complaint," said Acting Camden County Prosecutor Jill S. Mayer. "After careful review, it was clear Dubiel's actions are not consistent with the State of New Jersey use-of-force policy."

Philadelphia Police are investigating after the body of a woman was discovered in a suitcase in Kensington on Thursday morning, 6/11. It happened around 9:50 a.m. near the corner of Kensington and Allegheny Avenues. The unidentified woman was found on the sidewalk underneath the Market-Frankford Line. She was pronounced dead at the scene. No other details have been released at this time.

The Pennsylvania Liquor Control Board announced on Thursday, 6/11, that 23 additional stores in Philadelphia and the surrounding area will reopen for in-store access on Friday, 6/12. Those stores will be following social distancing guidelines. Only 25 people will be allowed inside at a time, including customers and employees. You must wear a mask at all times inside the store.
