New Info on Fairmount Park Rapist; Wolf Asks for School Mask Mandate; Lyft/Uber Drivers Shot

Philadelphia officials released new information in the case of the Fairmount Park Rapist on Thursday, 8/26. Using DNA phenotyping they have produced a predictive sketch of what the suspect may look like based on his DNA. The technology is called Parabon Snapsot. It uses 10s of thousands of genetic markers to determine what a might person looks like. Hair color, eye color, skin tone, face shape, etc. are combined to make the sketch. Authorities released three versions of the suspect at various ages. This is the first time the department has used DNA phenotyping, but the technology has been in use for the past several years across the country. They also explained that they are in the process of utilizing genetic genealogy to search for the suspect. This process uses public genealogy databases from companies like 23andme and Ancestry. Genealogists try to find the suspect by locating their close relatives based on DNA. For example, figuring out that the suspect may be the cousin of Person A based on DNA would narrow down the suspect pool.

The Fairmount Park Rapist is connected to four incidents. On April 20, 2003, a 21-year-old woman was raped at knifepoint while jogging at Kelly Drive and Fountain Green Road. On July 13, 2003, 30-year-old medical student Rebecca Park was raped and strangled on the 3500 block of Conshohocken Avenue. She was found four days later. On October 25, 2003, a 37-year-old woman was attacked at knifepoint while jogging on West River Drive near the Falls Bridge. She got away and was taken to the hospital by a passerby. Four years later, August 11, 2007, a woman was raped in Pennypack Park near Frankford and Solly Avenues. That attack was also attributed to this suspect. He is described as medium-build standing 5' 8” with scars on his chest, shoulder and arm, possibly from burns or stab wounds, a dark complexion, black hair, thin mustache and bushy eyebrows. Pennsylvania Governor Tom Wolf asked legislative leaders on Wednesday, 8/25, to call lawmakers back to Harrisburg so that they could pass a bill requiring masks to be worn in school. GOP leaders reponded to the governors request on Thursday, 8/26. "At this late date, in many of our communities, local leaders have already made important decisions they believe are in the best interest of their residents and are prepared to adjust those decisions as challenges evolve," Senate President Pro Tempore Jake Corman, R-Centre, and House Speaker Bryan Cutler, R-Lancaster, wrote in a letter to Wolf. "We believe that the current approach - allowing local officials to manage and respond as needed - makes the most sense and should be continued." At the end of July, 59 of 474 school district plans that had been submitted to the Education Department required masks. Central Bucks School Board and Bensalem Township School Board both voted on Wednesday night, 8/25, to not mandate masks to start the upcoming school year.

Two ride share drivers were shot on Wednesday night, 8/25, in separate shootings in different locations in Philadelphia. The first happened before 5:30 p.m. on the 100 block of North 63rd Street in West Philadelphia. A 46-year-old Lyft driver was transporting a 20-year-old passenger when shots were fired at the passenger side of the vehicle. The driver was struck in the right thigh and the passenger was shot twice in the right foot. They were both taken to Penn Presbyterian Medical Center in stable condition. The second shooting happened around 6:45 p.m. on the 1700 block of N. Taney Street. A 44-year-old Uber driver was shot twice in the left side of the head and once in the right side of the head. He was taken to Temple University Hospital in stable condition. The driver was caught in the crossfire of a shootout. Police found 47 shell casings on the scene.
