Philly Officer On Video Investigated; Hosp. Worker Had Guns Taken/Returned; Edward Mathews Charges

A Philadelphia Police officer is under investigation after video from an encounter with a man walking on the street in North Philly on New Year's Eve has resurfaced on social media. "Officer Hoover" seems to be harassing the man recording the video. That man is trying to walk to his car from his relative's house. The man tries to walk away several times, but the officer seemingly won't leave him alone. The man then decides to try to go back to his aunt's house, but Hoover blocks the way. When the man tries to pass him, the officer uses that as an excuse to tackle and arrest the man. He was charged with disorderly conduct. Hoover has been placed on administration leave pending an Internal Affairs investigation.





A man who shot and killed a co-worker on the 9th floor of Jefferson University Hospital and then engaged police in a shootout in West Philadelphia about an hour later has been charged with murder and other crimes. 55-year-old Stacey Hayes of the 1600 block of North 77th Street in Philadelphia was charged on Tuesday, 10/5, with murder, attempted criminal homicide, aggravated assault, assault on law enforcement, carrying a firearm on the streets of Philadelphia, and related offenses. It happened early Monday morning, 10/4, just after midnight at Jefferson University Hospital at 11th and Chestnut in Center City. Hayes entered the hospital in scrubs and body armor carrying an AR-15 and handgun. He shot and killed a fellow male certified nursing aide, 43-year-old Anrae James of Elkins Park. He fled in a U-Haul truck. Police were flagged down by a passerby about an hour later in Philadelphia's Parkside neighborhood. Hayes opened fire on police who then returned fire. Two officers were struck and are expected to recover. Hayes was also hit by police gunfire and remains in the hospital.

Court records show that Hayes had multiple firearms and weapons seized by police last year, only to be returned to him by a judge's order earlier this summer. Police took a 12-gauge shotgun, Panther AR-15 rifle, Smith & Wesson pistol, and ammunition from his Wynnefield Heights home in August 2020. Records do not indicate why the firearms were seized. This past June 2021, Hayes petitioned the court to have his guns returned. He wrote in a motion, "because the property was purchased legally by me, I didn't commit any crime and I feel like the property should be returned to me because I am not a threat to anyone. I just want to be able to protect myself and my family if needed."

A Mount Laurel, NJ, man that was caught on viral video in a racist rant on July 2 while harassing one of his neighbors is now facing more charges. 45-year-old Edward Cagney Mathews is charged with two new counts of bias intimidation and harassment. The FBI matched handwriting on a threatening note left on a neighbor's car to Mathews. The vehicle was also smeared with feces. Mathews faces 22 charges.

Following that July video, many protesters gathered outside of his home. Mathews actually gave out his address on camera. He was arrested on July 5. Police officers escorted him through a gauntlet from his front door to a waiting police car. Protesters could be seen throwing all sorts of items including liquids and bottles at Mathews and the officers. Four people have been arrested and charged. 48-year-old Tawanda M. Jones of Camden is accused of discharging pepper spray on the officers. 25-year-old Daniel A. Harris of Beverly is accused of throwing a brick-like object through a window at Mathews' residence. 21-year-old Christopher D. Staples of Pemberton is accused of throwing rocks toward officers. 18-year-old Khalil Wilson of Mount Laurel is accused of spitting toward police officers while standing on top of a vehicle.
