Philadelphia Sheriff's Department officials say that the sergeant injured in an elevator failure last week at the courthouse is paralyzed from the waist down. 48-year-old Sergeant Paul Owens remains in critical condition and is in an induced coma. On Thursday, Owens was riding in an employee elevator at the Criminal Justice Center when it malfunctioned and crashed through the ceiling of the shaft and into a maintenance room. Two people have been arrested in connection to a brawl caught on video last week in a Wawa in Northeast Philadelphia. 43-year-old Barbara Bayona and 20-year-old Jonathan Rodriguez, both of Ditman Street in Tacony, have been charged with riot, criminal mischief, simple assault and other offenses. FBI agents and state police were busy on Friday executing numerous search warrants against IBEW Local 98 business manager Johnny 'Doc' Dougherty and Philadelphia City Councilman Bobby Henon. Agents removed cardboard boxes full of evidence as well as several computers from almost a dozen locations. Federal and State Authorities conducted a raid of properties owned by Local 98 Union Leader John Dougherty 'Johnny Doc' this morning, as well as the IBEW Union Hall. At the electrician's Union Hall at 17th and Spring Garden Street, FBI agents searched that property and investigators were reportedly also searching Dougherty's home in South Philadelphia, as well as a possible third location. Philadelphia Police are looking for a man they say beat and raped a woman in Kensington. Detectives say a man riding his bike grabbed a woman and beat her until she became unconscious. When she woke up, she was lying naked in the back of a property on Jasper Street, near Castor Avenue. Investigators say it happened on July 12th, around 12:30 in the morning. An accident involving two elevators injured two people at the Philadelphia Criminal Justice Center this morning. Around 10:30 a.m., a loud 'explosion' shook the 17-story building at 13th and Filbert in Center City. The CJC was evacuated as a precaution and all court cases were postponed for the day. A 9-year-old Pennsylvania girl, visiting Virginia Beach, suffered a monkey bite Wednesday evening. Authorities say the child was in a tourist area only a block from the beach around the time of 10:30 p.m. when she came saw a monkey who later bit her. After biting her, both the monkey and its owner took off. Police are still looking for the monkey and its owner and are offering a reward up to $1,000 for information that could possibly lead to them.

SEPTA plans to return to a regular Regional Rail schedule by October. They are replacing defective parts on 120 Silverliner V rail cars, about a third of its fleet, at the end of this month and plans to return 10 cars to service every week until November 12th. SEPTA expects to have at least 40 rail cars leased from other agencies, though, which should allow it to return to a regular schedule in about two months, before all the Silverliner V cars are repaired.
