The School Reform Commission of the School District of Philadelphia announced Thursday they have approved a policy detailing the rights of transgender and gender non-conforming students. Philadelphia has become the first major U.S. city to pass a tax on soda. City council approved the 1.5-cent-per-ounce tax on all sweetened beverages by 13-4, a wider margin than expected. The tax is expected to raise $91-million. The mayor plans to sign the bill Monday, but it won't take effect until January, because he anticipated a court challenge and says he's ready to fight.

Philadelphia became the first major U.S. city to pass a tax on soda and other sugary drinks when City Council voted 13-4 in favor this afternoon. Mayor Jim Kenney had proposed a 3 cents/ounce tax on sugary drinks that would primarily pay for universal Pre-K, community schools, and recreation centers. The Philadelphia Police Department is now sharing video of a car involved in a hit-and-run accident that killed a local teenager. Police say the car that fatally struck 17-year-old Markalyah Jackson can be seen in the video, traveling north on Roosevelt Boulevard, just before the accident took place. An explosion rocked South Philadelphia this afternoon leaving one injured. It happened around 3:15 p.m. at Veolia North America's Schuylkill Station steam facility at 26th and Christian Streets in Gray's Ferry. A boiler exploded at the steam and electricity plant. All employees were able to evacuate safely. Philadelphia Fire responded quickly and initially treated it as a hazardous materials incident. More frightening news out of Orlando, Florida. This time at a Disney resort. A two-year-old boy was dragged into a lake by an alligator. It happened along the shoreline of the Seven Seas Lagoon near Disney's Grand Floridian Resort. The child, on vacation with his family from Nebraska was playing in about one foot of water when the gator grabbed him.
