The mother of a 6 year old boy is claiming a teacher roughed up her son at school on Tuesday in West Philadelphia. Mercedes Martinez found scratch marks on the neck of her son, Quadree when she picked him up at school. According to Southwest Detectives, the teacher asked the boy to be quiet, there was a struggle, and at some point the teacher grabbed him.

A snow emergency has gone into effect in Philadelphia, while one was already in place in New Jersey. SEPTA expects to run trains, buses and trolleys on normal weekday schedules today, but they do warn that could change as the snow moves in you can expect delays. A Winter Storm Warning is in effect until 7 pm on Thursday. Rain tonight will change over to snow late this evening as temperatures fall below freezing. Snow will come down heavy at times overnight and through the day on Thursday. Total snow fall accumulations are expected to be between 4 to 8 inches with more south and east of the city. Governor Wolf outlines his new budget for Pennsylvania today. In his midday address, Wolf started laying out the blueprint for his multi-billion dollar spending plan including a package of tax increases in personal income tax and sales tax. The plan also calls for reductions in Philadelphia City Wage Tax by about one half of one percent.

Firefighters battled a five-alarm blaze at a sheet metal plant in Upper Moreland, Montgomery County. The fire was reported around 5:30 p.m. Monday on the 2300 block of Wyandotte Road. The building was empty when the fire broke out. An hour later the blaze reached four alarms, and later became a five-alarm fire. Electricity and water had been shut off temporarily to the area.
