Monday is the deadline to sign up for private health insurance in the new online markets created by President Barack Obama's health care law. Agents from Independence Blue Cross helped customers sign up for a plan that works for them in Bala Cynwyd on Sunday. While one person will be paying as little as $21 a month, another said they will be paying 15 cents for their insurance plan. Rates are based on income and a number of other factors. A Philadelphia woman has been charged with 257 counts of fraud for stealing doctors' identities and using them to fill phony prescriptions for narcotics. Forty-four year old Jaqueline Bernard of Northeast Philadelphia was picked up by the Attorney General's Narcotics Force and the Philadelphia Task Force. Kathleen Kane says prescription drug overdoses have reached full blown crisis status for families and communities across Pennsylvania.

The Pennsylvania SPCA is bringing charges against a woman who was keeping hundreds of cats in her home in what's being called deplorable conditions. Her home in the city's Frankford section were found more than 300 cats living in less than ideal conditions. Charges are coming for the owner with violations of the cruelty code.

Philadelphia City Council voted unanimously to ban use of electronic cigarettes in public places. They voted 15-0 to treat electronic cigarettes (e-cigs) the same way that tobacco products are treated. The e-cigs, which only produce a vapor when used, would be banned from public places like restaurants, bars, public buildings, and even some outdoor spaces like parks. Governor Corbett, Mayor Nutter and Archbishop Chaput are in Rome and hoped to meet privately with the Pope and try to convince him to come to Philadelphia next year for the World Meeting of Families. Philadelphia's Civil Service Commission will hold a hearing Wednesday to consider a new classification of employee - a fire service paramedic. The city will propose a new deployment model for paramedics and emergency medical technicians. It wants to replace one of two paramedics on city ambulances with an EMT. Philadelphia Police have arrested five high school females between the ages of 14-17 for three violent attacks on Temple University students last Friday night. The attacks happened along North 17th Street at around 6:00 pm. In one attack a 19-year-old old female Temple student was hit in the face with a brick by a 15-year-old girl.
