President Barack Obama has signed emergency declarations for Pennsylvania and New Jersey. The declarations will allow officials in each state to request federal funding and other assistance for actions taken in advance of the huge storm. Forecasters say Hurricane Sandy could blow ashore Monday night or early Tuesday along the New Jersey coast, then cut across into Pennsylvania. Sandy is hitting the Bahamas as a Category 1 Hurricane with 90 m.p.h. winds. The majority of the hurricane models have Sandy making landfall along or close to the Jersey Shore as a Category 1 storm. The main threat to our area is torrential rain (6-8+ inches), flooding, hurricane force winds (at the shore), hurricane gusts inland, and power outages. If this storm hits the Jersey Shore straight on, it would be a first. Some residents would lose power for weeks, maybe a month.

They are about 300,000 pounds short on food that they need to get out to the community. At a press conference this afternoon, Gloucester County prosecutor Sean Dalton announced the arrest of two teenage brothers in connection to the death of 12-year-old Autumn Pasquale. Dalton said Autumn was lured to the home of the 15 and 17-year-old brothers where the crime was allegedly committed for the purpose of obtaining parts from her BMX bike. An extensive training session in Montgomery County yesterday brought a number of law enforcement agencies together to learn how to secure and process a scene after there’s been an explosion. The training exercise consisted of blowing up a mass transit bus which contained artifacts from both the "victims" and the "perpetrator" — items such as cell phones, keys, wallets and wedding rings. One key issue is how it would affect the pensions of future elected officials. The plan primarily affects some non-unionized city workers, imposing a new, hybrid pension plan for new hires. Philadelphia Police are investigating a robbery and double shooting that left one man dead and another in critical condition Thursday night. At about 9:15 p.m. near 54th and Ludlow streets. a 23 year old man was shot multiple times and taken to the Hospital of the University of Pennsylvania where he is listed in critical condition. The second male, was pronounced dead at the scene.

Governor Corbett is expected to sign legislation that would authorize a key element of Mayor Nutter's property tax reform plan, the so called "Actual Value Initiative". The mayor's plan will result in higher assessments for properties in the city. The bill passed by the House and sent to the governor will allow the city to lower the millage rate to offset those assessment increases.

City officials say the Philadelphia police officer caught on video using his baton to help make an arrest at a South Street block party last month has been sued in federal court 13 times. A review of the cases shows they involved charges of unreasonable force and unlawful arrest, among others. Commissioner Charles Ramsey says Internal Affairs is investigating to see if Officer William Gress used excessive force, but he says any past cases won’t figure in to the investigation.

A federal officer is recovering at Hahnemann University Hospital after being punched in the face in Center City Monday night. Police say two suspects mugged the officer of his laptop at 15th and JFK. The suspects punched the officer before fleeing the area. At least one suspect is in custody.
