Police have arrested a cleaning woman who was accused of stealing a rare bust of Benjamin Franklin back in August. Andrea Lawton, 46, of Philadelphia was briefly employed in the Bryn Mawr home of a private historic artifact collector. The portrait bust dates to 1778 and was made when Franklin was visiting Paris. The 15-year-old being held in the shooting of two other teenagers midday on Wednesday on a crowded Broad Street Subway platform and train is being charged as an adult with attempted murder. The shooter sought by police in Wednesday's SEPTA Broad Street Subway shooting was turned into police Thursday afternoon by his parents. The 15-year-old will face charges of aggravated assault, simple assault, reckless endangerment, and other crimes. Surveillance footage shows a male firing a gun into a crowded subway car at around 2 pm at the Susquehanna-Dauphin station in North Philadelphia. The City of Philadelphia is looking for ways to curb the illegal use of ATV's and dirtbikes on city streets and parks. The rampant and dangerous use of these vehicles has only been growing and controlling them has become an issue since current state laws only impose minimal fines and seizures usually find their was back into the offenders' hands. Two teens were shot this afternoon aboard the Broad Street SEPTA subway at the Susquehanna–Dauphin station in North Philadelphia when a fight broke out between high schoolers riding the train after school. The two teens hit were 14 and 17 years old years old and shot in the leg and the arm respectively. They were taken to Temple University Hospital and are expected to recover. The PA Supreme Court has sent back the Voter ID appeal to the lower Commonwealth Court to assess the current availability of alternative forms of identifications. These forms include the easier obtain Department of State ID available at PennDOT centers. Seattle's Soundgarden have announced they will be releasing their first full album of new material in 16 years on November 13th. The album is called King Animal and features 13 tracks co-produced with Adam Kasper. Kasper's done work with Foo Fighters, Pearl Jam and Queens of the Stone Age in the past.

A late-night business curfew will not go into effect tonight in Camden. A judge passed an injunction this morning prohibiting police from enforcing the ordinance that was passed by Camden City Council last city. It would require any business within 200 feet of a residential neighborhood to close by 11pm on weekdays and midnight on weekends. More than 50 Lukoil gas stations in New Jersey and Pennsylvania raised the prices of gas to more that $8 a gallon today in a protest over unfair distributor pricing practices. The station owners are at odds with Lukoil North America. The protest is to raise consumer awareness about the challenges that Lukoil owners face in competing with other stations. Franchisees have to pay more for fuel than their competitors, with others selling gas for less than they pay from the distributor.

Mayor Nutter says he will veto legislation passed by City Council that would have raised parking ticket fines by $4 each to fund the Parks and Recreation budget. In a letter to Council, Nutter said the legislation violates state law and the City Charter, which say Council lacks the authority to say how such fines can be distributed.
