Police in Caln Township, Chester County, are looking to speak with the driver a white van seen near the area that a homemade explosive device was discovered earlier this week. A former Delaware County Children and Youth Services worker is accused of using her position as a case manger to exploit and recruit a mother into prostitution. 27-year-old Candace Talley of Sicklerville, New Jersey, was arrested and charged with human trafficking, promoting prostitution, coercion, official oppression, and related offenses. Philadelphia Mayor Jim Kenney sent a letter to heads of the Mummer's divisions telling them that changes need to be made to address various negative aspects of the parade, including a blackface incident this year, or else the future of the long standing tradition would be in 'jeopardy.'
